The Romans#

Summary#

The Romans are presented as the model of prudent statecraft and territorial acquisition. They sent colonies to newly acquired territories, maintained friendly relations with minor powers without increasing their strength, kept down greater powers, and prevented foreign powers from gaining authority. When governing cities accustomed to freedom, they understood that such places must be dismantled to be held securely, as they did with Capua, Carthage, and Numantia.
